Microsoft has released new version of RSAT for Windows 8.1.
Remote Server Administration Tools for Windows 8.1 enables IT administrators to manage roles and features that are installed on computers that are running Windows Server 2012 or Windows Server 2012 R2 from a remote computer that is running Windows 8.1.
In limited cases, the tools can be used to manage roles and features that are running on Windows Server 2008 R2 or Windows Server 2008. Some of the tools work for managing roles and features on Windows Server 2003.
IMPORTANT: Remove all older versions of Administration Tools Pack or Remote Server Administration Tools—including older prerelease versions, and releases of the tools for different languages or locales—from the computer before you install Remote Server Administration Tools for Windows 8.1.
Only one copy at a time of Remote Server Administration Tools can be installed on a computer. If you have upgraded to Windows 8.1 from Windows 7, you will need to install Remote Server Administration Tools for Windows 8.1 on the computer; no earlier releases of Remote Server Administration Tools are still installed on a computer that you have upgraded to Windows 8.1.

Close the window.
In this version all tools are enabled by default so no need to turn windows features on or off.
If you want, you can You can open Turn Windows features on or off to disable tools that you don’t want to use.
